Chips are powerful items that give your ship special effects and stat boosts when equipped. You can draw them using Gems (50 Gems for 1 draw, or 950 Gems for a 10x draw). You can only have a certain amount of chips equipped, depending on how many slots you have unlocked. You can equip up to a maximum of 20 chips. A chip can reach a maximum level of 8.
